With Amnesia: The Bunker running, press Insert to open the Eagle menu. The quick keys give direct access to Soldier Health and Generator Fuel. Use the menu for Flashlight Charge, Bunker Map and Noise Meter and the remaining listed features; close it with Insert to return to the app.
