With Insurgency: Sandstorm running, press Insert to open the Eagle menu. The quick keys give direct access to Ammo Reserve and Weapon Recoil. Use the menu for Magazine Count, Objective Timer and Team Position and the remaining listed features; close it with Insert to return to the app.

Press F2 to turn Ammo Reserve on or off without opening the menu. - F3 Weapon Recoil
Press F3 to turn Weapon Recoil on or off without opening the menu. - Insert Magazine Count
Press Insert, find Magazine Count in the feature list, and switch it on or off. - Insert Objective Timer
